It certainly doesn't fulfill any of the other sonnet requirements. Beyond the 14 lines, I mean. Meter is not IP, except for maybe one line. Some lines are more ballad-like (4+3), but some smack of Sapphics. Some endings are masculine, some feminine, but virtually all are end-stopped. There is no volta (turn) either at line 9 or at the couplet at the end. It's not a love poem.
Nope - can't label it a sonnet, I wouldn't think.
