He uses formatting to differently describe a scene with falling snow and birds. As usual, he changes verbs to nouns, and other such wordplay to add a dreamlike effect to his words.

Snow

BYS FLUTTERFULLY IF [flutters by fully?]

cruising whisper fully descend begin design becend [typo - descend?]
tangle spangles of come go

CRINGE WITHS [?]

BIRDS BECAUSE AGAINS [?]

GLIB SCARCELYEST AMONGS FLOWERING
[among flowerings scarcely glib?]

Is that any help? More confusing yet maybe?
