As for the Walt Whitman poem,
I believe that, as he looked on a passing stranger, he made an identity of them in his mind, possibly (but probably not) recognizing them as one of his past, though he seems not to be at a single place in time, but refers to any time that a stranger crosses his path.
In clearer English, he is curious of all the people he doesn't know, and possibly wishes to know them. But instead, he creates a make-believe life for them in his head.
